Qualifications and Requirements

  1. A Bachelor’s degree
  2. Transparent and high integrity leadership 
  3. Five or more years in a management role in an early childhood or educational setting
  4. Budget management skills, including budget preparation, analysis, decision-making, and reporting 
  5. Demonstrates strong organizational abilities 
  6. Ability to cultivate an inclusive, positive, and productive workplace environment
  7. Ability to mediate employee conflict and assist managers with discipline as well as termination of employees. 
  8. Skills to oversee facets of licensing, employment practices and employee relations. 
  9. Strong written and oral communication skills 
  10. Ability to identify, analyze and resolve problems in a timely manner
  11. Ability to model professional, moral and ethical standards in all interactions
  12. Proficient in the use of Quickbooks (nonprofit edition), Excel, ProCare and Microsoft Word
  13. Knowledge in recruitment, interviewing, hiring, and orientating. 
  14. Must meet all child care licensing requirements per Virginia Code and regulations. 

Essential Functions and Responsibilities

  1. Maintain records for all employees to include requirements for licensing, health and dental Insurance benefits, pension plan as well as employee leave.  
  2. Meet and explain benefits to all new staff as part of onboarding work.
  3. Maintain appropriate state and federal withholding forms for each employee.
  4. Maintain accurate information in QuickBooks and balances monthly bank statement.
  5. Prepare and process payroll 
  6. Assist auditor with annual audit by compiling necessary financial information.
  7. Prepare monthly journal of cash receipts and disbursements.
  8. Prepare bi-monthly bills for payment by preparing vouchers and other related activities for payment of invoices.
  9. Monitor and assist in the development of the financial budget
  10. Compile information needed for budget planning and analysis at the request of the Finance Committee and/or Executive Director.
  11. Assist with other financial business of the Center as requested.
  12. Maintain accurate record of employee leave request 
  13. Maintain all employee data in ProCare.
  14. Conduct background checks and prepare salary offers
  15. Ensure organization is in compliance with OSHA regulations, insurance regulations and employment laws, 
  16. Point of contact for technological issues and technology support for staff and IT contractors
  17. Assist staff with various task associated with day-to-day operation of the center.
  18. Identify and respond to emergency situations according to DHCDC policy.
  19. Perform other duties/responsibilities as assigned

  1. Requires ability to use abstract reasoning, problem solving, planning, and analytical skills.
  2. Requires effective interpersonal and oral communication skills 
  3. Ability to work in a team setting,
  4. Ability to present a positive image of the organization to members of the community.
  5. Possess visual and auditory acuity within professionally determined normal ranges, with correction if need.
  6. Manual dexterity sufficient to operate a computer and office equipment, including, but not limited to, the telephone, fax machine, copier, and walkie talkie
  7. Ability to work with culturally diverse staff, children, and parents.

Working Conditions and Physical Requirements

  1. Possible exposure to blood and bodily fluids or tissues.
  2. Possible exposure to communicable diseases.
  3. Job requires sitting in chairs and on the floor, standing for long periods of time as well as stooping, squatting, and running if needed to ensure child safety.
  4. Must be able to clean interactive areas
  5. Must be able to lift 55 pounds to include children when necessary
  6. Must be able to enter and exit a Center van without assistance and withstand exposure to adverse weather conditions.
